Nobody decided that 100 was the correct number of apologies. It stuck because it sits in a useful spot: it is long enough that nobody could produce it by accident, and short enough that someone will actually scroll through it.
That second part matters more than the first. The point of repeating a word a hundred times is not that the other person reads all hundred — it is that they see the effort and understand you were not going to argue. The repetition is a way of taking up space without taking up a position.
So 100 works when the disagreement is still small enough to be resolved by tone. If you are trying to fix something that actually hurt someone, the count is not the message. What you say after the block is.
